Abstract
Current signal processing techniques do not match the astonishing ability of the Human Auditory System in recognizing isolated vowels, particularly in the case of female or child speech. As didactic and clinical interactive applications are needed using sound as the main medium of interaction, new signal features must be used that capture important perceptual cues more effectively than popular features such as formants. In this paper we propose the new concept of Perceptual Spectral Cluster (PSC) and describe its implementation. Test results are presented for child and adult speech, and indicate that features elicited by the PSC concept permit reliable and robust identification of vowels, even at high pitches.

Abstract
The implementation of fast dedicated processor for block matching motion estimation based on cumulants matching criteria implies the optimization of all of its components. Special care should be spent with the multiply-accumulate unit that is the core of many digital signal processing systems. Therefore, its optimization may be of outmost importance, specially if a significative number of such units are present in the platform. In this paper, the minimization of the size of one such unit is provided for a specific application, although the results have relevance in other scenarios.

IEEE TRANSACTIONS ON POWER DELIVERY
Abstract
This paper presents a new methodology for auto- mated route selection for the construction of new power lines, based on geographic information systems (GIS). It uses a dynamic programming model for route optimization. Environmental restrictions are taken into account together with all of the operating, maintenance, and equipment installation costs, including a new approach to the costs associated with the slope of the terrain crossed by the power lines. The computing and visual representation capacities of GIS are exploited for the selection of economic corridors, keeping the total costs under a threshold imposed by the user. Intensive simulation examples illustrate the power and flexibility of the proposed methodology.

IEEE TRANSACTIONS ON IMAGE PROCESSING
Abstract
Image segmentation plays a major role in a broad range of applications. Evaluating the adequacy of a segmentation algorithm for a given application is a requisite both to allow the appropriate selection of segmentation algorithms as well as to tune their parameters for optimal performance. However, objective segmentation quality evaluation is far from being a solved problem. In this paper, a generic framework for segmentation evaluation is introduced after a brief review of previous work. A metric based on the distance between segmentation partitions is proposed to overcome some of the limitations of existing approaches. Symmetric and asymmetric distance metric alternatives are presented to meet the specificities of a wide class of applications. Experimental results confirm the potential of the proposed measures.

Abstract
In this paper, the enhanced collision resolution algorithm, referred as high priority Binary Exponential Backoff (h-BEB) is analyzed. Such algorithm provides high priority traffic separation, enabling the support of real-time communication in shared Ethernet networks. It allows multiple Ethernet standard devices to coexist in the same network segment with one h-BEB enhanced station, imposing higher priority for the transfer of h-BEB related traffic. The simulation analysis shows that the h-BEB algorithm guarantees values for both the average access delay and the related standard deviation, that are significantly smaller for the h-BEB station than for the BEB stations.

Abstract
This review provides up-to-date information on the inhibition of ribonucleotide reductase (RNR), the enzyme that catalyses the reduction of ribonucleotides into deoxyribonucleotides. Taking in account that DNA replication and repair are essential mechanisms for cell integrity and are dependent on the availability of deoxyribonucleotides, many researchers are giving special attention to this enzyme, since it is an attractive target to treat several diseases of our time specially cancer. This investment has already given some benefits since some of these inhibitors show potent chemotherapeutic efficacy against a wide range of tumours such as non-small cell lung cancer, adenocarcinoma of pancreas, bladder cancer, leukaemia and some solid tumours. In fact a few of them have already been approved for the clinical treatment of some kinds of cancer. All aspects of RNR inhibition and corresponding inhibitors are the subjects of this review. The inhibitors are divided in three main groups: translation inhibitors, which unable the formation of the enzyme; dimerization inhibitors that prevent the complexation of the two RNR subunits (R1 and R2); and catalytic inhibitors that inactivate subunit R1 and/or subunit R2, leading to RNR inactivity. In this last group special focus will be addressed to substrate analogues.
