Active / reactive dispatch in competitive environment

Abstract
Ancillary Services play an important role in power systems since they are crucial to ensure the security and quality of operation. However, this issue is sometimes forgotten and power systems tend to be analysed only from the point of view of electricity markets to schedule active power. In several countries, active and reactive dispatches were decoupled but in fact this causes several inefficiencies and technical difficulties since their schedules is not independent and the two of them determine the operation conditions of power systems. This paper describes an active / reactive dispatch model that retains the competitive aspects currently in force in power systems. It is based on an initial pool dispatch and on adjustment bids used to change generation or load values namely to accommodate losses or to curtail load if that is required to meet operation or technical constraints. This certainly contributes to clarify the roles of the Market and System Operators and to turn the decisions from the System Operator more robust and justifiable from a technical point of view.

Unit commitment with environmental considerations: A practical approach

Abstract
This paper provides a practical approach to the unit commitment problem designed to simultaneously address the economic issue of the fuel costs incurred on the commitment of the units and the environmental considerations due to emission allowance trading. A simultaneously address of fuel costs with the emission implies the consideration of a multiobjective unit commitment emission problem. A trade-off between fuel cost and the emission in a way to aid decision-makers concerning emission allowance trading is obtained, due to this practical approach.

Tabu search for mixed integer programming

Abstract
This paper introduces tabu search for the solution of general linear integer problems. Search is done on integer variables; if there are continuous variables, their corresponding value is determined through the solution of a linear program, which is also used to evaluate the integer solution.The complete tabu search procedure includes an intensification and diversification procedure, whose effects are analysed on a set of benchmark problems.© 2005 by Kluwer Academic Publishers.

Design methodology for Ti : LiNbO3 waveguides

Abstract
The purpose of this work was to develop a design methodology for the fabrication of waveguides in LiNbO3 operating in the single-mode regime at several wavelengths, with specific characteristics required to optimize integrated devices. To achieve this, it is necessary to obtain the relations between the optical characteristics of the waveguides and their respective fabrication conditions, and to introduce models of the waveguide formation process. The relations between fabrication conditions and optical characteristics of planar waveguides realized by titanium in-diffusion are documented extensively in the literature. However, reports on the characterization of waveguide fabrication processes, performed in a systematic way, could not be found, resulting in the need to combine information from several sources. Discrepancies among results from different researches are evident, resulting from different experimental methodologies and calibrations of equipment. Therefore, aiming at extracting a consistent data set, optical characterization techniques for the refractive index profile were employed to study series of samples.
