Digital Government and Administrative Burden Reduction

Abstract
Administrative burden represents the costs to businesses, citizens and the administration itself of complying with government regulations and procedures. The burden tends to increase with new forms of public governance that rely less on direct decisions and actions undertaken by traditional government bureaucracies, and more on government creating and regulating the environment for other, non-state actors to jointly address public needs. Based on the reviews of research and policy literature, this paper explores administrative burden as a policy problem, presents how Digital Government (DG) could be applied to address this problem, and identifies societal adoption, organizational readiness and other conditions under which DG can be an effective tool for Administrative Burden Reduction (ABR). Finally, the paper tracks ABR to the latest Contextualization stage in the DG evolution, and discusses possible development approaches and technological potential of pursuing ABR through DG.

Abstract
With this paper we intend to present a systematic literature review on Web accessibility. During this research project, 782 papers were identified and by following a set of inclusion criteria, 38 stood out and were extensively analyzed. On this context we approach a set of Web accessibility critical issues, such as: guidelines, standards and regulations; mobile accessibility; organizations and user perspectives on the topic. During the full scope of this document we adopt a positive position, always focused on presenting solutions to ensure websites accessibility.

Usage-Driven Dublin Core Descriptor Selection A Case Study Using the Dendro Platform for Research Dataset Description

Abstract
Dublin Core schemas are the core metadata models of most repositories, and this includes recent repositories dedicated to datasets. DC descriptors are generic and are being adapted to the needs of different communities with the so-called Dublin Core Application Profiles. DCAPs rely on the agreement within user communities, in a process mainly driven by their evolving needs. In this paper, we propose a complementary automated process, designed to help curators and users discover the descriptors that better suit the needs of a specific research group. We target the description of datasets, and test our approach using Dendro, a prototype research data management platform, where an experimental method is used to rank and present DC Terms descriptors to the users based on their usage patterns. In a controlled experiment, we gathered the interactions of two groups as they used Dendro to describe datasets from selected sources. One of the groups had descriptor ranking on, while the other had the same list of descriptors throughout the whole experiment. Preliminary results show that 1. some DC Terms are filled in more often than others, with different distribution in the two groups, 2. selected descriptors were increasingly accepted by users in detriment of manual selection and 3. users were satisfied with the performance of the platform, as demonstrated by a post-study survey.

CONFORMITY-BASED BEHAVIOR AND THE DYNAMICS OF PRICE COMPETITION: A NEW RATIONALE FOR FASHION SHIFTS

Abstract
This paper deals with dynamic price competition in markets in which the perception of consumers regarding the value of goods depends on the choices of other consumers in the market. In particular, we consider the case in which consumers exhibit conformist preferences, which leads them to imitate their peers. In the context of a finite horizon model, we show that conformity based behavior creates new channels of dynamic interaction between firms, changing the nature of price competition. We focus on the case of high network effects for which we obtain V-shaped equilibrium price paths and oscillating trajectories of market shares. We provide also a new rationale for the inversion of fashion trends.

Abstract
In this paper we compare the results obtained by three different InSAR tool packages, StaMPS, SARPROZ and P-SBAS (CNR-IREA) on G-POD for the processing of a mountainous area with up to 2,000 m high differences. For that we use two dataset ERS-1/2 and Envisat ASAR. The area (Sierra Tejeda, southern Spain) is located close to the coast line in the Internal Zone of the Betic Cordillera. The recent NW-SE convergence of the Eurasian-African plate boundary makes this area to belong to a large fold which continues active up to present. The uplift of the mountain ranges is mainly related to the development of folds in this regional compressive setting. This paper investigates and compares the velocity pattern obtained by the three different algorithms to help to constraint the geological hazard in this part of the Betic Cordillera. Abstract
Forgery detection of official documents is a continuous challenge encountered by documents' forensic experts. Among the most common counterfeited documents we may find citizen cards, passports and driving licenses. Forgers are increasingly resorting to more sophisticated techniques to produce fake documents, trying to deceive criminal polices and hamper their work. Having an updated past counterfeited documents image catalogue enables forensic experts to determine if a similar technique or material was already used to forge a document. Thus, through the modus operandi characterization is possible to obtain more information about the source of the counterfeited document. In this paper we present an information system to manage counterfeited documents images that includes a two-fold approach: (i) the storage of images of past counterfeited documents seized by questioned documents forensic experts of the Portuguese Scientific Laboratory in a structured database; and (ii) the automation of the counterfeit identification by comparing a given fraudulent document image with the database images of previously catalogued counterfeited documents. In general, the proposed information system aims to smooth the counterfeit identification and to overcome the error prone, manual and time consuming tasks carried on by forensic experts. Hence, we have used a scalable algorithm under the OpenCV framework, to compare images, match patterns and analyse textures and colours. The algorithm was tested on a subset of counterfeited Portuguese citizen cards, presenting very promising results.
