Work description

Assessing the efficiency of public services is at the top of the agenda of governments to ensure the competitiveness, prosperity, and social cohesion of countries. Education is one of the critical sectors usually addressed in the literature. Although several countries are currently participating in international large-scale assessments to monitor educational outcomes in basic and secondary education (PISA, TIMSS, PIRLS), assessing achievements at other stages of education, taking into account the heterogeneity of contextual conditions, remains to be explored. One of the difficulties concerns heterogeneity in the contextual conditions faced by the units under evaluation (e.g., economic development, regulatory environment, cultural diversity). This research will do a regional analysis (at NUTS II level) using data of the Education and Training Strategy (ET2020) targets. This involves conducting a robust conditional analysis, based on Data Envelopment Analysis (DEA) models, to account for factors that might influence the achievement of the ET2020 targets, and thus explore in greater detail what should be expected from each region given the contextual conditions affecting the educational system. Thus, for the regions that may be considerably away from the ET2020 targets in a few dimensions, this research will explore to what extent this is explained by the contextual conditions. In the presence of an adverse context, the distance to the best-practice frontier cannot be entirely attributable to inefficiency, as it may be determined by uncontrollable factors that compromise the achievement of excellence in education outcomes.

Good knowledge of the English language. The letter of motivation must be written in English to allow the assessment of the candidate's English proficiency and motivation. International academic experience.
