Abstract
The environmental management domain is vast and encompasses many identifiable activities: impact assessment, planning, project evaluation, etc. In particular, this paper focusses on the modelling of the project evaluation activity. The environmental decision support system under development aims to provide assistance to project developers in the selection of adequate locations, guaranteeing the compliance with the applicable regulations and the existing development plans as well as satisfying the specified project requirements. The inherent multidisciplinarity features of this activity lead to the adoption of the Multi-Agent paradigm, and, in particular, to the modelling of the involved agencies as a community of cooperative autonomous agents, where each agency contributes with its share of problem solving to the final system's recommendation. To achieve this behaviour the many conclusions of the individual agencies have to be justifiably accommodated: not only they may differ, but can be interdependent, complementary, irreconcilable, or simply, independent. We propose different solutions (involving both local and global consistency) to support the adequate merge of the distinct perspectives that inevitably arise during this type of decision making.

Abstract
The accuracy of the Navigation Satellite Timing and Ranging (NAVSTAR) Global Positioning System (GPS) measurements is insufficient for many outdoor navigation tasks. As a result, in the late nineties, a new methodology - the Differential GPS (DGPS) - was developed. The differential approach is based on the calculation and dissemination of the range errors of the GPS satellites received. GPS/DGPS receivers correlate the broadcasted GPS data with the DGPS corrections, granting users increased accuracy. DGPS data can be disseminated using terrestrial radio beacons, satellites and, more recently, the Internet. Our goal is to provide mobile platforms within our campus with DGPS data for precise outdoor navigation. To achieve this objective, we designed and implemented a three-tier client/server distributed system that establishes Internet links with remote DGPS sources and performs campus-wide dissemination of the obtained data. The Internet links are established between data servers connected to remote DGPS sources and the client, which is the data input module of the campus-wide DGPS data provider. The campus DGPS data provider allows the establishment of both Intranet and wireless links within the campus. This distributed system is expected to provide adequate support for accurate (submetric) outdoor navigation tasks.

Telco customer top-ups: Stream-based multi-target regression

Abstract
Telecommunication operators compete not only for new clients, but, above all, to maintain current ones. The modelling and prediction of the top-up behaviour of prepaid mobile subscribers allows operators to anticipate customer intentions and implement measures to strengthen customer relationship. This research explores a data set from a Portuguese operator, comprising 30 months of top-up events, to predict the top-up monthly frequency and average value of prepaid subscribers using offline and online multi-target regression algorithms. The offline techniques adopt a monthly sliding window, whereas the online techniques use an event sliding window. Experiments were performed to determine the most promising set of features, analyse the accuracy of the offline and online regressors and the impact of sliding window dimension. The results show that online regression outperforms the offline counterparts. The best accuracy was achieved with adaptive model rules and a sliding window of 500,000 events (approximately 5 months). Finally, the predicted top-up monthly frequency and average value of each subscriber were converted to individual date and value intervals, which can be used by the operator to identify early signs of subscriber disengagement and immediately take pre-emptive measures.
