I am a PhD Researcher in Computer Science at the University of Porto (FCUP) and a Senior Telecommunications Engineer with over 20 years of experience within the Brazilian Army. My professional trajectory is centered on the intersection of computational research and national security requirements, specifically regarding the development of AI systems for decision support. My experience includes the management of projects in Cyber Defense, Technological Intelligence (TECHINT), and Military Communications. As the former Head of the Intelligence Technology Division at the Army Intelligence Center, I coordinated the development of situational awareness systems and participated in the working group responsible for the Strategic Artificial Intelligence Directive for the Brazilian Army (2024). My academic background is grounded in an MSc in Electrical Engineering (Computer Science concentration) and executive training at the National Defense University (NDU) and Georgia Tech. My current research involves Agentic Artificial Intelligence and Multi-Agent Systems, with a focus on: i) the development of AI architectures for decision support in contested and information-denied environments; ii) the study of Human-in-the-Loop systems, Explainable AI (XAI), and trust, aiming to align technological solutions with doctrinal and ethical requirements; and iii) the optimization of Small Language Models (SLMs) for Sovereign Edge Computing, focusing on autonomy and data sovereignty. My work seeks to contribute to Human-Centered AI, providing insights on the application of emerging technologies within complex decision-making cycles while maintaining a focus on the operational requirements of the military domain.
