Abstract
Forests worldwide have been suffering from fires damages, provoking incalculable losses in fauna and flora, economic losses, people and animals' deaths, among other problems. To avoid forest fires catastrophes, it is fundamental to develop innovative operations, such as a forest fire monitoring system. This work concentrates efforts on defining the optimum sensor allocation in a forest fires monitoring system based on a wireless sensor network. Thus, a bi-objective mathematical model is developed to solve the problem, in which the first objective consists of minimising the forest fire hazard of a given forest region, and the second objective refers to the sensors spreading into this region. The developed mathematical model was solved by genetic algorithm and the results demonstrated that the methodology was capable of presenting suitable solutions for the problem. © 2023 American Institute of Physics Inc.. Abstract
The oceans are abundant in natural diversity, minerals and energy resources, and there is an urgent need for a better understanding of its ecosystems and dynamics. The Synchronous Oceanic and Atmospheric Data Acquisition (SONDA) Project intends to contribute to better atmospheric and oceanic modelling and monitoring by launching High-Altitude Balloons (HAB) equipped with atmospheric and deep-sea probes to be released in oceanic areas of interest. This work reports the development and validation of three different probes: 1) atmospheric monitoring with APRS communications to be launched by HAB; 2) oceanographic monitoring; and 3) deep-sea monitoring with satellite communications. All probes were preliminarily tested in a semi-controlled fluvial environment, and posteriorly in real field conditions in the Azores Islands, Portugal. During the campaign, the Atmospheric probe was launched by HAB and its communications were tested with fixed and mobile ground stations, the oceanographic probe was deployed for three days to monitor the effect of a geothermal spring in the sea and the deep-sea probe was released into the Atlantic Ocean.

Abstract
In recent years, scientific and technological advances in robotics, have enabled the development of disruptive solutions for human interaction with the real world. In particular, the application of robotics to support people with physical disabilities, improved their life quality with a high social impact. This paper presents a stereo image based perception solution for autonomous wheelchairs navigation. It was developed to extend the Intellwheels project, a development platform for intelligent wheelchairs. The current version of Intellwheels relies on a planar scanning sensor, the Laser Range Finder (LRF), to detect the surrounding obstacles. The need for robust navigation capabilities means that the robot is required to precept not only obstacles but also bumps and holes on the ground. The proposed stereo-based solution, supported in passive stereo ZED cameras, was evaluated in a 3D simulated world scenario designed with a challenging floor. The performance of the wheelchair navigation with three different configurations was compared: first, using a LRF sensor, next with an unfiltered stereo camera and finally, applying a stereo camera with a speckle filter. The LRF solution was unable to complete the planned navigation. The unfiltered stereo camera completed the challenge with a low navigation quality due to noise. The filtered stereo camera reached the target position with a nearly optimal path.

Abstract
There is an increasing need for autonomous mobile robots (AMRs) in industrial environments. The capability of autonomous movement and transportation of items in industrial environments provides a significant increase in productivity and efficiency. This need, coupled with the possibility of controlling groups of heterogeneous robots, simultaneously addresses a wide range of tasks with different characteristics in the same environment, further increasing productivity and efficiency. This paper will present an implementation of a system capable of coordinating a fleet of heterogeneous robots with robustness. The implemented system must be able to plan a safe and efficient path for these different robots. To achieve this task, the TEA* (Time Enhanced A*) graph search algorithm will be used to coordinate the paths of the robots, along with a graph decomposition module that will be used to improve the efficiency and safety of this system. The project was implemented using the ROS framework and the Stage simulator. Results validate the proposed approach since the system was able to coordinate a fleet of robots in various different tests efficiently and safely, given the heterogeneity of the robots.

Abstract
In isolated power systems with very high instantaneous shares of renewables, additional inertia should be used as a complementary resource to battery energy storage systems (BESSs) for improving frequency stability, which can be provided by synchronous condensers (SCs) integrated into the system. Therefore, this paper presents a methodology to infer the system dynamic security, with respect to key frequency indicators, following critical disturbances. Of particular interest is the evidence that multiple short-circuit locations should be considered as reference disturbances regarding the frequency stability in isolated power grids with high shares of renewables. Thus, an artificial neural network (ANN) structure was developed, aiming to predict the network frequency nadir and Rate of Change of Frequency (RoCoF), considering a certain operating scenario and disturbances. For the operating conditions where the system frequency indicators are violated, a methodology is proposed based on a gradient descent technique, which quantifies the minimum amount of additional synchronous inertia (SCs which need to be dispatch) that moves the system towards its dynamic security region, exploiting the trained ANN, and computing the sensitivity of its outputs with respect to the input defining the SC inertia.

Abstract
Linking records could serve as a useful tool for scientific research and as a facilitator for local policymaking. This article examines the challenges and opportunities for researchers to lawfully link routinely collected health and education data with cohort data of children when using it as a tool for scientific research in Portugal. Such linking can be lawfully conducted in Portugal if three requirements are met. First, data processing pursues a legitimate purpose, such as scientific research. Secondly, data linking complies with the legal obligations of research entities and researchers, acting as data controllers or processors, and it respects the rights of children as data subjects. Finally, data linking is based on the explicit written consent of those with parental responsibility for the child. So far, the implementation of the General Data Protection Regulation in Portugal has not facilitated record linkage. It is argued that further harmonised implementation of that Regulation across European Union and European Economic Area Member States, establishing a minimum shared denominator for record linkage in scientific research for the common good, including without explicit consent, is needed.
