Abstract
Airports have traditionally been considered as public utility providers, with little potential to develop significant market opportunities. Liberalisation of the air transport market around the globe has introduced new dynamics into the airport industry. The emergence of competition and the transition in ownership (towards privatisation or commercialisation) demand a different perspective in airport management. This paper aims at explaining the complexity of the airport business, in particular in what concerns the role of the airport as a firm that operates in a network of stakeholders, to produce a set of service packages targeted at several types of customers. Abstract
The liberalisation of the European air transport market has introduced new dynamics in the airport industry. In recent decades, airports evolved from infrastructure providers in a monopolistic context, to commercially orientated enterprises in a competitive environment. Current studies of airport strategic management lack a comprehensive perspective that enables airport operators to best identify the opportunities created by such dynamics. This paper analyses an airport as a multi-service firm that interacts with a network of stakeholders - the airport business network - to deliver several service packages to different groups of customers. An integrated conceptual framework was developed to aid academics and practitioners in the appraisal and design of competitive strategies for airports. Such framework covers a clear gap in existing literature, partly due to the fact that current perspectives on airport management fail to address the complexity of the industry in the present competitive environment.

A dynamic multi-objective approach for the reconfigurable multi-facility layout problem

Abstract
The multi-facility layout problem involves the physical organization of departments inside several facilities, to allow flexible and efficient operations. This work studies the facility layout problem in a new perspective, considering a group of facilities, and two different concerns: the location of departments within a group of facilities, and the location of departments inside each facility itself. The problem is formulated as a Quadratic Programming Problem with multiple objectives and unequal areas, allowing layout reconfigurations in each planning period. The objectives of the model are: the minimization of costs (material handling inside facilities and between facilities, and re-layout); the maximization of adjacency between departments; and the minimization of the "unsuitability" of department positions and locations. This unsuitability measure is a new objective proposed in this work, to combine the characteristics of existing locations with the requirements of departments. The model was tested with data from the literature as well as with a problem inspired in a first tier supplier in the automotive industry. Preliminary results show that this work can be viewed as an innovative and promising integrated approach for tackling real, complex facility layout problems.

A hybrid approach for integrated healthcare cooperative purchasing and supply chain configuration

Abstract
This paper presents an innovative and flexible approach for recommending the number, size and composition of purchasing groups, for a set of hospitals willing to cooperate, while minimising their shared supply chain costs. This approach makes the financial impact of the various cooperation alternatives transparent to the group and the individual participants, opening way to a negotiation process concerning the allocation of the cooperation costs and gains. The approach was developed around a hybrid Variable Neighbourhood Search (VNS)/Tabu Search metaheuristic, resulting in a flexible tool that can be applied to purchasing groups with different characteristics, namely different operative and market circumstances, and to supply chains with different topologies and atypical cost characteristics. Preliminary computational results show the potential of the approach in solving a broad range of problems.

Combining optimization and simulation tools for short-term planning of forest operations

Abstract
The use of optimization techniques is well established in forest short-term planning and decision-making. Yet, existing techniques may pose some limitations for tackling with stochastic factors impacting in the execution of forest operations, such as delays, equipment breakdowns and other unexpected events. This paper explores the potential of using optimization techniques in combination with discrete-event simulation (DES) models for planning harvesting and logistics operations acknowledging uncertainty. DES models may be useful for assessing the performance and identifying bottlenecks associated with the execution of the deterministic plans retrieved with optimization techniques, when such stochastic events occur. This paper further presents an approach for the combination of a heuristic and a DES model developed in SIMIO. This approach was used to solve the raw material reception problem (RMRP) at a Portuguese pulp mill. This paper concludes with the analysis of the performance of deterministic schedules for the wood trucks considering uncertainty in their arrival at the mill.

A simulation-optimization approach to integrate process design and planning decisions under technical and market uncertainties: A case from the chemical-pharmaceutical industry

Abstract
This study addresses the product-launch planning problem in the chemical-pharmaceutical industry under technical and market uncertainties, and considering resource limitations associated to the need of processing in the same plant products under development and products in commercialization. A novel approach is developed by combining a mixed integer linear programming (MILP) model and a Monte Carlo simulation (MCS) procedure, to deal with the integrated process design and production planning decisions during the New Product Development (NPD) phase. The Monte Carlo simulation framework was designed as a two-step sampling procedure based on Bernoulli and Normal distributions. Results show the unquestionable influence of the uncertainty parameters on the decision variables and objective function, thus highlighting the inherent risks associated to the deterministic models. Process designs and scale-ups that maximize expected profit were determined, providing a valuable knowledge frame to support the long-term decision-making process, and enabling earlier and better decisions during NPD.
