Healthcare professionals as customers: A service perspective on Portuguese primary care health information systems

Abstract
Health information systems are becoming ubiquitous throughout healthcare delivery processes. Governments, enticed by the potential for improved patient care and cost reduction, are pushing for more integrated IT systems in healthcare. However, the successful adoption of these systems depends on the value they create as a service for healthcare professionals and how they support their activities. Following a call for more multidisciplinary research in health information systems and increased end-user participation in HIS development, this study presents a service perspective that considers users of health information systems (HIS) as active partners and co-creators of value, instead of passive recipients of the functionalities brought by these IT systems. From a service perspective we frame healthcare professionals as customers of HIS, and analyze how they can better support healthcare provision. We present an in-depth study of primary care professionals experience with the HIS of the Portuguese National Health Service. Experience was systematized using Customer Experience Modeling, a method that takes into account the holistic nature of experience. Results portray and evaluate HIS according to professionals' experience requirements. They also show a fragmented reality where HIS usefulness is being hampered by integration and performance issues. HIS design guidelines are also posited. © 2013 IEEE.

Recolha de resíduos sólidos urbanos - otimização de rotas

Abstract
Este trabalho dá a conhecer um novo problema, Problema Capacitado de Rotas em Arcos Misto, com Múltiplos Aterros Limitados. Baseado na situação de recolha/transporte de Resíduos Sólidos Urbanos no concelho de Monção, são apresentadas características que, não sendo únicas em Portugal, nunca foram mencionadas na literatura. Diferencia-se pela existência de diversos pontos de deposição que, especialmente devido às reduzidas dimensões, apresentam restrições relacionadas com o número de visitas recebidas por dia. Um novo modelo de otimização, baseado na formulação do Mixed Ca- pacitated Arc Routing Problem é apresentado. São incluídos resultados computacionais provenientes de instâncias adaptadas da literatura e do problema real descrito.

Multi-objective expansion planning approach: distant wind farms and limited energy resources integration

Abstract
This study presents a multi-objective framework to evaluate the integration of distant wind farms with associated transmission network upgrades on optimal power system planning. The presented approach also extends the technique to include the consideration of energy limitations associated with the installed hydro generation facilities. This study attempts to emphasise on the reliability implications rather than the production cost evaluation aspects. The decision making is based on hierarchal level II (HL-II) Expected Energy Not Served as an entire power system reliability assurance, and capital cost plus annual operational cost as an economical index. Non-dominated Sorting Genetic Algorithm is adopted to achieve the Pareto front of the aforementioned multi-objective problem. A fuzzy satisfying method, designated as the distance metric, is used to represents a trade-off between different objectives. To numerically evaluate the efficiency of the proposed method, simulation results on three case studies are provided. In spite of huge computation burden at HL-II reliability assessment, the results indicate high efficiency of the proposed method. © The Institution of Engineering and Technology 2013.

How wide should be the adjacent area to an urban motorway to prevent potential health impacts from traffic emissions?

Abstract
In recent years, several studies show that people who live, work or attend school near the main roadways have an increased incidence and severity of health problems that may be related with traffic emissions of air pollutants. The concentrations of near-road atmospheric pollutants vary depending on traffic patterns, environmental conditions, topography and the presence of roadside structures. In this study, the vertical and horizontal variation of nitrogen dioxide (NO2) and benzene (C6H6) concentration along a major city ring motorway were analysed. The main goal of this study is to try to establish a distance from this urban motorway considered "safe" concerning the air pollutants human heath limit values and to study the influence of the different forcing factors of the near road air pollutants transport and dispersion. Statistic significant differences (p = 0.001, Kruskal-Wallis test) were observed between sub-domains for NO2 representing different conditions of traffic emission and pollutants dispersion, but not for C6H6 (p = 0.335). Results also suggest significant lower concentrations recorded at 100 m away from roadway than at the roadside for all campaigns (p <0.016 (NO2) and p <0.036 (C6H6), Mann-Whitney test). In order to have a "safe" life in homes located near motorways, the outdoor concentrations of NO2 must not exceed 44-60.0 mu g m(-3) and C6H6 must not exceed 1.4-3.3 mu g m(-3). However, at 100 m away from roadway, 81.8% of NO2 receptors exceed the annual limit value of human health protection (40 mu g m(-3)) and at the roadside this value goes up to 95.5%. These findings suggest that the safe distance to an urban motorway roadside should be more at least 100 m. This distance should be further studied before being used as a reference to develop articulated urban mobility and planning policies.

Abstract
The production of waste pollutants has increased in recent decades at an impressive rate. These pollutants pose a threat to life on our planet, so it is increasingly important to process them correctly. Fortunately, today it is possible to obtain profit through the reuse and recycling of most of these residues, in particular, of vegetable oil, which is especially interesting due to the potential of transforming it into biodiesel. However, this process does present some constraints, mainly related to the operating costs associated with its collection. This paper proposes a new platform that aims to simplify the bureaucracy of the process and optimize the collection routes, thus maximizing the potential profit to be obtained from this business.
