INESC TEC published a paper on the Future of Europe with the new Framework Programme for Research and Innovation

In the recently published position paper "Shaping Europe's future with FP10", INESC TEC highlighted the importance of the tenth Framework Programme for Research and Innovation in transforming Europe into a world leader in innovation and technology. To achieve these goals through FP10 - with a 2028 to 2034 scope -, INESC TEC states the critical importance of addressing societal challenges by improving European economic competitiveness, focusing on promoting sustainable growth and the well-being of European citizens.

INESC TEC's strategic vision focuses on the need to address significant social issues, e.g., climate change, digital transformation and public health, with a policy dedicated to emerging and future technologies. According to the Institute, a strategic investment in science and technology is the only way for Europe to achieve technological sovereignty and address issues like economic resilience.

The major dimensions to the success of FP10 

INESC TEC's contribution focuses on four dimensions vital to the successful design and implementation of said Programme: 

  • Global Strategic Leadership – through a proactive and strategic approach, which anticipates global trends and challenges, based on critical sectors (digital technologies, green energy, advanced manufacturing and biotechnology), developing long-term strategies and favouring an effective allocation of resources.
  • Ecosystem Development and Sustainability – prioritising the development of cross-border value chains and research and innovation infrastructures, ensuring sustainable financing, but also considering the strengthening of public-private partnerships - encompassing both EU R&D policies and industrial strategies to be developed, while promoting cross-sector collaboration.
  • Future-centred financing – with investments in emerging technologies with transformative potential, such as quantum computing, Artificial Intelligence and biotechnology, supporting fundamental research and facilitating the commercialisation of new technologies, thus creating an environment favourable to innovation.
  • Excellence in implementation – through the implementation of dynamic and results-oriented approaches, such as OKRs (Objectives and Key Results), which can adapt funding mechanisms to the different phases of the innovation cycle.
